Raise or Call?

There was some confusion over at Phil Ivey's table here in the Pavilion Room.
Ivey was in the big blind and the action folded to a player in the small blind who dropped a purple T500 chip in front of him. Ivey asked the dealer if it was a raise and she responded, "Yes."
Ivey looked confused and folded.
After the hand, the table discussed the situation and came to an agreement that it should have been a call. Even the dealer admitted to her mistake.
After the dealer's confession, Ivey shot her the "Jennifer Tilly just checked behind with jacks-full against Patrik Antonius WTF" look.
