Liebert's River Raise Doesn't Convince

We found Kathy Liebert in a hand with three other players and the flop was 
. A middle position player bet 250, another player behind him raised to 650, Liebert called and the original bettor folded. The turn came 
and Liebert was heads up with the raiser and they both checked. The river came 
, the unknown player bet 350 and Liebert raised to 3,500.
Her opponent was unconvinced and called. Liebert tabled 
for a busted flush draw and her opponent turned over 
for top pair.
